Both Sea Cadets and JROTC build discipline, leadership, and military culture in young people. But they are structured very differently — and for some Richmond families, only one of them is actually an option.
The most important difference is access. JROTC is only available to students enrolled in a school that offers it — and not every Richmond-area school does. Sea Cadets is open to any student ages 10 to 18 in the Richmond area, regardless of where they go to school or how they are educated.
If your student attends a school with a JROTC program, they may have the option to do both. If their school does not offer JROTC — or if they are homeschooled, attend a private school, or attend a school whose JROTC program is not Navy-affiliated — Sea Cadets is the alternative that provides the same military structure and values in an independent setting.

Not every Richmond-area school has a JROTC program. Sea Cadets provides the same military structure and values in an independent setting that any student can access.
JROTC is not available to homeschooled students. Sea Cadets is the primary military-structure youth program for homeschoolers in the Richmond area. See our homeschooler page for more.
Sea Cadets meets outside school hours and includes hands-on advanced training programs — shipboard visits, aviation, firefighting, EOD exposure — that JROTC does not offer. For students who want to go deeper, Sea Cadets provides experiences that go well beyond a classroom or parade deck.
Sea Cadets is Navy and Coast Guard affiliated. For students targeting the Naval Academy at Annapolis or NROTC scholarships, Sea Cadets provides more directly relevant experience than Army or Air Force JROTC programs.
Yes. If a student's school offers JROTC, they can participate in both programs simultaneously. Some cadets do exactly that to maximize their leadership record and military training experience.
Both programs are recognized by colleges and universities as meaningful military-affiliated extracurriculars. Sea Cadets has the advantage of being a congressionally chartered, federally sponsored program with a national structure and verifiable rank advancement records.
Both prepare students well for military service. Sea Cadets provides hands-on training experiences that JROTC typically does not — including shipboard training, advanced national programs, and consistent physical fitness requirements tied to rank advancement.
Whether JROTC is available to you or not, Sea Cadets offers something worth seeing. Come observe a drill in Richmond — no commitment required.
